SPTN AD 2.20 LOCAL AERODROME REGULATIONS

1 Airport Regulations

Several local regulations apply at Tacna Airport. The regulations are compiled in a manual that can be consulted at the office of the Airport Headquarters. Among other matters, this manual contains:

a) the meaning of markings and signs;

b) information about aircraft stands, including visual docking guidance systems;

c) information about taxiing from aircraft stands, including taxiing clearance:

d) limitations for large aircraft operations, including limitations on the use of its own energy for taxiing:

e) Helicopter operations;

f) assistance of marshalls for towing;

g) the use of engine power higher than the idle speed power;

h) the engine starting and the APU use;

i) fuel spillage; and

j) precautions during extreme weather conditions.

Assistance of marshalls and more information about regulations can be obtained from the TWR or from the Surface Movement Control (SMC).

Information will be provided to each aircraft when a local regulation is important for the safe operation of aircraft over the apron, TWR or SMC.

"Local regulations" can be obtained by requesting them in writing from:

2 Taxiing to and from Aircraft stands

2.1 ADP S.A. will assign through the TWR an aircraft stand number to the arriving aircraft.

2.2 Departing flights must contact TWR for ATC clearance prior to starting the taxiing. Departing aircraft shall be granted clearance to start engines, push-back, and taxiing instructions from the apron at the frequency 118.4 MHz.

3 Parking area for small aircraft (General aviation)

3.1 There is no exclusive parking area for small aircraft.

4 Helicopter Parking Area

9 Removal of disabled Aircraft from Runways

In case of an aircraft is rendered disabled on a runway, it is the duty of the owner or user of that aircraft to ensure that it is removed as soon as possible. If the owner does not remove a disabled aircraft from the runway as soon as possible, it shall be removed by the aerodrome authorities at the owner's or user's expense.

10 Take-off minima IFR

IFR Take-off minima are regulated by RAP 91.370. Operators must comply with RAP 91.600 for alternate aerodromes.

SPTN AD 2.22 FLIGHT PROCEDURES

1 Procedures for IFR flights within TMA

Instrument flight procedures (SID, STAR, approach, holding, etc.) must not be modified. The outbound and inbound headings, minima of descent, etc., have been calculated considering the surrounding topography, therefore, any variation in them could reduce the margin of protection against obstacles of the corresponding segment, dangerously bringing the aircraft closer to the obstacles. Due to the proximity of elevated terrain and numerous antennas to the north and north-west of the aerodrome, if it is required and if the weather and traffic conditions permit, flights must be to the east (E) of the aerodrome.

2 Communications Failure

In the event of communications failure, the pilot shall act in accordance with the procedures for communications failure set out in ICAO Annex 2.

3 Procedures for VFR flights within TMA

Whenever traffic conditions permit, ATC clearance will be given for VFR flights under the conditions described below:

a. A flight plan for requesting ATC clearance, containing items 7 to 18 and indicating the purpose of the flight, shall be submitted.

b. It is only possible to release from the ATC clearance when prior permission has been obtained.

c. The flight shall be conducted with a vertical visual reference to the ground.

d. Two-way radio communication will be established at the frequency 118.4 MHz.

4 Procedures for VFR flights within CTR

a. A flight plan will be filled out for the corresponding flight.

b. The ATC clearance will be obtained from Control Tower.

c. It is only possible to release from the ATC clearance when prior permission has been obtained.

d.  The flight shall be conducted with a vertical visual reference to the ground.

SPTN AD 2.23 ADDITIONAL INFORMATION

1 Local Flight Restrictions

a. Aircraft in VFR  flight in sectors NW and NE must be cautious, due to dangerous elevations and antennas up to 2706 ft MSL.

b. Due to the proximity to the passenger terminal, aircraft starting taxiing from the apron must do so with MMM power.

c. Non-scheduled, civilian or military flights operators must coordinate flight plans 24 hours before the estimated time of departure (ETD) with the AAP aerodrome administrator via e-mail to: tcqcoordinacionesfpl@aap.com.pe

d. ECHO taxiway, located 279.7m from runway threshold 20 and connects the runway with the 91m long by 23m wide DELTA Taxilane.
